Overall Objective

The overall objective of the project is to help improve protection of the Black Sea environment. This objective will be pursued through further technical assistance focused on establishing modern systems and facilities for environmental monitoring (in Georgia and Ukraine), capacity building, assessment of environmental status in line with EU MSFD/WFD and public awareness raising on the Black Sea environmental issues. The key involved actors are the relevant national authorities, as well as research / scientific and educational institutions involved in the Black Sea monitoring.

Specific objectives

The specific objectives are as follows:

  • Upgrade of the technical facilities of key environmental organisations and laboratories involved in the monitoring of the Black Sea by procurement of modern analytical techniques and enabling their long term operation;
  • Building national capacities and skills in use of the up-to-date monitoring and analytical techniques aligned with the MSFD and WFD principles and methodologies and the Black Sea Integrated Monitoring and Assessment Programme (BSIMAP), including environmental data sharing and assessment;
  • Raise awareness on the key environmental issues and increase public involvement in the protection of the Black Sea.

Activities

In order to achieve the specific objectives of the project, the following results and outputs are foreseen:

Result 1: Modern systems and facilities established to support marine environmental monitoring in Georgia and Ukraine

  • Project Activity 1.1: Situation analysis in GE UA – review of the existing facilities and instrumentation, definition of the national needs
  • Project Activity 1.2: Specification for technical equipment and facilities
  • Project Activity 1.3: Purchasing and installation of equipment

Result 2: National capacities strengthened for application of modern analytical methods, data management and assessment related to marine environmental monitoring

  • Project Activity 2.1: Capacity building programme – training schedule
  • Project Activity 2.2: Trainings – on data assessment and assessment schemes
  • Project Activity 2.3: Trainings – use of new equipment
  • Project Activity 2.4: Further development of the BS WQD (Black Sea Water Quality Database)

Result 3: Awareness of general public on the Black Sea environmental issues further increased and education of young generation supported

  • Project Activity 3.1: Organizing of the “Black Sea Clean Beach Day”
  • Project Activity 3.2: Organizing educational / public awareness campaigns, linked to “Black Sea SaveBook” application and strengthen the role of women in the environmental protection
  • Project Activity 3.3: Further dissemination of the project results and visibility

Result 4: Management and coordination of the project ensured

  • Project Activity 4.1: Organizing the project coordination meetings and maintenance of the project Intranet
  • Project Activity 4.2: Organizing of recruitment and procurement
  • Project Activity 4.3: Coordination activities with other relevant projects and institutions
  • Project Activity 4.4: Preparation of the regular donor reports

Specific objectives

The specific objectives are as follows:

  • improve availability and sharing of marine environmental data from the national and joint regional monitoring programmes aligned with the MSFD and WFD principles and the Black Sea Integrated monitoring and Assessment Programme (BSIMAP);
  • support joint actions to reduce river and marine litter in the Black Sea basin;
  • raise awareness on the key environmental issues and increase public involvement in the protection of the Black Sea.

Activities

The following activities will be carried out:

Project Activity 1: Implementation of national and joint regional monitoring programmes

Project Activity 2: Facilitating of joint monitoring and reduction of marine litter

Project Activity 3: Conducting of environmental public awareness and educational campaigns

Project Activity 4: Ensuring project management and coordination

Overall Objective

The overall objective of the project is to improve the protection of the Black Sea environment. The project is addressing the overall need for support in protection and restoring the environmental quality and sustainability of the Black Sea.

Specific Objectives

The specific objectives are as follows:

  • Improve availability and quality of data on the chemical and biological status of the Black Sea, in line with expected MSFD and Black Sea Strategic Action Plan needs;
  • Improve partner countries’ ability to perform marine environmental monitoring along MSFD principles, taking into account Black Sea Diagnostic Report.

Activities

The following activities will be carried out:

Project Activity 1: Continue support to the implementation of the countries’ obligation under the Bucharest Convention and other related Conventions and Agreements;

Project Activity 2: Conducting National Pilot Monitoring Studies (NPMS);

Project Activity 3Large scale implementation of training and intercomparison programmes on monitoring methods and quality assurance adhering to the ISO 17025 standard;

Project Activity 4: Joint Open Sea Surveys (JOSS), Implementation of the Joint Black Sea Survey Methodology along the lines of the MSFD, WFD, BSIMAP;

Project Activity 5: Upgrade and operate the web based Black Sea Water Quality Database;

Project Activity 6: Dissemination of knowledge and best practices, public awareness and visibility.

The project will strengthen national capacities of the respective national authorities for biological and chemical monitoring of water quality in the Black Sea, in line with EU water related legislation (EU WFD and MSFD). Significant effort will be put into training and capacity building. In order to promote ownership, engagement of local experts and organisations is foreseen. Relevant results and experiences of previous and ongoing projects will be duly taken into account.
